Tragedy in Halloween

November 3, 2012
November 3, 2012

Three spanish young women have died and other two are hospitalized in critical state on having suffered cardiorespiratory stops for crushing during an avalanche provoked by the launch of a flare that caused the panic between the thousands of assistants to a Halloween’s holiday celebrated in the enclosure Madrid-Arena, located in the Country House of Madrid (Spain).

4 A.M., the emergency services of Madrid received a notice from the enclosure Madrid -Arenas, located in the Country House of Madrid and with an appraisal of 10.000 persons, where a holiday was celebrated to celebrate the night of Halloween, to attend to several Spanish young women, of between 18 and 25 years, which they were finding in cardiorespiratory stop of traumatic origin for crushing on having suffered a fall and having been wound. Also the telephone of the police receives diverse calls proceeding from the interior of the enclosure in which it was informing that there had produced to itself an avalanche of people provoked by the panic consequence of the launch of a flare. In two minutes present a sanitary unit, immediately afterwards of five mobile Units of Intensive Care, four basic ambulances, several vehicles with personnel of Civil Protection and Policeman, in total 50 persons, but already it was too much late, two of the affected girls were dying in the infirmary of the enclosure after an agonizing attempt of resuscitation and the third one on having come to the Clinical hospital of the capital. Other two girls are very serious in the hospital Doce de Octubre and the Foundation Jiménez Díaz where they were moved.

Nowadays the State police investigates the circumstances of the event while in the mass media of the whole Spain the news is commented by the consistent speculations and lamentations. It was known that this was going to happen since in the social networks there was rumored that there had sold income others that were overcoming fully the appraisal. The big holidays are very dangerous because it is impossible to support the safety of so many people. The safety of these events they are terrible, in them there get flares, petards, knifes, there is the slightly personal one of safety, few fire-extinguishers, even it has managed to say that the safety doors and evacuation are closed and seal in order that they could not be opened and people slip past without paying. Also persons in charge are looked. The organizing company for not having sufficient measures of safety. The administrations for not inspecting and to control due these events, etc. But what more has been called me the attention is that nobody has said that the persons in charge are the own assistants for not making sure of the safety of the event where they are going to take part or of the parents of the young persons for not forming them due in a few basic procedure of safety being careful and being observed in this type of events or any another circumstance. That it is not of surprising so in Spain always the fault has other one. The parents we try to teach to our children, from small, what it are nice and what it is bad, to that they know the dangers of the drugs, enclosed some they dare with the sexual education, but that father tries to inculcate a safety culture to his son?

This one is not the first time that happens a tragedy of these characteristics. In the mind of all the fire of the Discotheque is Alcalá 20, a tragic event happened the dawn of December 17, 1983 in the discotheque Alcalá 20 of Madrid (Spain), in which 82 persons died and more recently on December 30, 2004 in the Discotheque Cromañón located in the neighborhood of Eleven of Buenos Aires (Argentina) a fire causes the tragic death of 194 persons and more than 700 injured men.

But the problem is that it will not be the last time that pass, the police will conclude his investigation and the justice was purifying responsibilities, the administration will change the legislation to improve the safety of the assistants to this type of events, but surely tragic events will continue happening as those of this dawn if we themselves do not have a safety culture, if we do not demand from the organizers suitable measures that guarantee our safety and that of our children and that it is more important, if we do not inculcate this culture of safety to our children or do not supervise correctly his exits.

Missing Children

October 14, 2012
October 14, 2012

A carelessness in the park, in the way to the school, in a mall, can be taken advantage by an abductor to be done easily by his victim. In Spain it has opened nowadays approximately 918 cases of missing minors. The immense majority of these disappearances correspond to simple abandons of the home provoked by conflicts in the families. These young persons will come back home healthy and safe spent a few days or will be thought by the police or relatives, with the exception of a few that they worry the investigators because they could treat about kidnappings or murders, nowadays approximately 24 in Spain, and that have disappeared  in the most absolute mystery.

Last 5 of October the police victim of a kidnapping liberates a 11-year-old minor. His captors removed, literally, the child of the hands of the mother whom they asked for a rescue of five million euros. During almost two days that it was captive in a floor of Barcelona it remained tied of feet and hands besides sedated and received all kinds of threats. The captors had instructions in writing to struggle and to carve the minor up before any unforeseen one or suspicion that they could be discovered by the investigators of the Police. The mother denounced the facts to the Police and the Central Unit of kidnappings and extract rapidly the link discovered between the father of the minor and the supposed brain of the operation, which allowed them to advance in the investigation. Almost two days after the kidnapping, the investigators located the floor of Barcelona where the minor was, for what they activated to the Special Group of Intervention, in order that it was entering urgently the floor and to liberate him.

This one only is one of the cases between the million minors who disappear a year in the whole world.

The persons of numerous countries are accustomed to seeing cartels in the later part of taxis, in lampposts and in the trunks of the trees of the boulevards, in the backs of the packings of milk and other food, even in gas invoices and commercial leaflets, since it happens in the USA, in which the civil collaboration is requested to find a trustworthy track that leads to the location of the missing minor.

The majority of these cases, in 90 % lucky, correspond to voluntary abandons of the paternal domicile or you escape of institutions that spent a short period of time return or are found healthy and safe. Behind these absences familiar problems exist, some of serious them as the physical or psychological mistreatment like requirements school that enclosed force to giving good results over his intellectual possibilities giving like proved an intolerable situation, phenomenon daily and very generalized in countries of our environment. And also for other less serious problems but that in the perception of the minor turn out to be a sufficient motive as for it. This adventure is in the habit of concluding normally when the minor is lacking in resources to survive and decides on own initiative to come back home or because they are found by the police in 57 % of the cases in the first 30 days of disappearance.

Nevertheless what does happen with those who disappear forever?. Thankfully a negligible part of the cases in which the police put all kinds of human and technical resources but in which the track gets lost of them, plunged in the deepest of the mysteries.

Still being these cases a very small percentage, the examples are too much numerous:

Juan Pedro Martínez. 25/07/1986. With 10 years. He disappeared in a tragic accident in Puerto de Somosierra on having overturned the tanker that his father was leading and in which this one and his wife turned out to be dead.

David Guerrero Guevara. 04/04/1987. With 13 years, he goes his house in Málaga to go to a gallery of art to which it never came.

Gloría Martínez Ruiz. 30/10/1992. With 17 years, she disappeared of the private clinic Torres de San Luis  (Alicante) where she was entered and in treatment.

Yeremi José Vargas Suárez. 10/03/2007. With 7 years, he disappeared while it was playing in an existing lot close to his house in Santa Lucia de Tirajana (Las Palmas)

Equally: Sirus Esfahani Fierro, Josué Monge García, Jorge y Pedro Ruiz Álvarez, Carlota, Alex, Hugo y Nicolás Shaw Vico,  Yasmina Algarra Anta, Cristina Verruga Vera, Dounia Chahidi Alaqui Tapia, Amy Carrie Fitzpatrick, Ashley Stacy García Prato, Yadarsy Fernanda García Prato, Tamara y Yasmina Hissayni Bermejo, Ximena Marquez Cavazos, Nina Serra, and many more.

Others have disappeared but the tracks lead the investigators it is necessary to think about the worst of the conclusions:

Marta del Castillo Casanueva. 24/01/2009 disappeared in Seville with 17 years when it went out of house to meet a few friends. In whose case, not having been his body, his ex-boyfriend Miguel Carcaño Delgado author lay brother of his murder, it is condemned to 20 years for murder.

The brothers Jose and Ruth Bretón Ortiz in whose case the National Institute of Toxicology and Forensic Sciences analyzes a few bony remains found in the house “The Quemadillas”, where his father Jose Bretón did a bonfire the day of his disappearance.

Behind all this one mysterious disappearances there are diverse reasons, from revenges of ex-partner, up to kidnappings for pederasts and psychopaths, mafias of infantile prostitution, and illegal adoptions and even one speaks about traffic of organs when have found babies’ cases mutilated in Brazil and Honduras and children with scars provoked by supposed surgical interventions in San Luis Fortune (Mexico), practice that expert they deny on having had in consideration that to extract an organ, to preserve it up to the implant, which in case of some organs is a question of hours, to study his perfect compatibility with the recipient and to graft it successfully, it is necessary to have such a sophisticated deployment of means and a such equipment of specialists that it is not possible to fulfil in the stealthiness.

Both for the Policeman’s National Body and for the Police, the search of missing children is a priority where there work real specialists of the matter who cost themselves of the most modern methods as the Program Phoenix, a database of missing persons’ genetic identification put in functioning in 1997 or one database centralized in that all the information of the missing persons is gathered by the last police actions and where the alarm jumps if accidentally some agent identifies a missing person aleatoriamente in some routine control or for other reasons. In order that the system is effective and the cases do not stay in the oblivion they order themselves follow-ups to the different police stations.

Normally when the police actions do not give positive results, the relatives come to the civil collaboration placing advertising cartels in any support and in web pages as:

But since it is in the habit of saying ” more it is worth preparing that to recover ” being the ideal thing take certain measurements that assure the well-being of our small and young, and more bearing in mind that they all can be victims. It is necessary to prevent them from going alone for the street, already they are playing, be going to realize some message, etc. Always they must be under the supervision of the major one of responsible age or as minimum to mobilize them in groups, they must never go alone. Even if the minor is accompanied of an adult, this one must have special care in places of many abundance of people like big commercial surfaces, beaches, etc. Where the minors disappear with supreme facility. If it was not like that we must effect a follow-up of his activities by means of frequent telephonic contacts or using increasingly effective and secondhand technology of location GPS. They must not be they who open the door of house anybody, not even if there are any more persons in house. We must warn the monitoras and teachers in the day-care centers and colleges that must not give the minors to other persons that she is not the one that is entrusted to gather her, though she is his ex-husband or ex-woman, grandparents, major brothers, etc. If before one has not communicated to them the above mentioned changes, even if she is not a person the one that is going to be going to gather it habitually to establish some key with the monitora or teacher in order that this one could check that the person who is going to gather the child is of confidence.

The economic spanish downturn comes to the laboratories of DNA of the Scientific Police.

October 1, 2012
October 1, 2012

Before the inability to realize the DNA tests for lack of reagents, numerous analyses are late and part of the staff of the laboratories of DNA in the Scientific Police they redistributed.

The analytical tests constitute a fundamental tool nowadays for the resolution of certain cases. This way the detection of biological fluids as blood, saliva or semen and the persons’ later identification across the comparison of DNA has turned into the test reigns in the resolution of certain crimes, specially with the great advance of the genetics by means of the use of the chain reaction of the polymerase or PCR, technology that allows to realize great number of copies of a certain fragment of DNA for very small that is this. It is not of surprising that from approximately 200 samples for year that was analyzed for the 80s when a central laboratory created in Madrid up to more than 3.000 samples for year that was begun to analyze from the year 2002 I lead to creating laboratories in some Provincial Brigades of Scientific Police salesmen on the provincial Police headquarters.

But the current economic spanish downturn that we suffer has managed to come also up to these laboratories and in I make concrete up to this type of tests. Especially the lack of reagents in the laboratories to process the samples gathered in the ocular inspections and that come up to these, has provoked a collapse of samples without analyzing, it estimates that more than 5.000 samples, a consistent delay in the resolution of the topics and emission of expert reports and even a redistribution of workforce of personnel that have been momentarily destined for other sections of the same Brigade of Scientific Police to reinforce other groups that needed reinforcements, as they confirm sources of the Union of Policeman.

The increase of crimes from the year 2007, specially against the property, provoked very probably by the economic crisis, has duplicated the number of biological samples that come up to the forensic laboratories of DNA for his analysis. On the other hand it is impossible to establish an average of the samples gathered in every case to analyze that in the crimes most complicated to resolve since they are the homicides they can exceed 50 samples gathered by case as what every matter has different costs representing a problem to establish the budgets to assigning to this type of tests. In any case with the new technologies, the average cost of every test is valued for approximately 100 Euros for what if we bear in mind that a year they can manage to enter up to approximately 6.000 samples to analyze we meet a budget of 60.000 Euros only for this type of tests. When we hear these enormous numbers destined for the necessary investigation of crimes to give justice, always us the consistent question comes to the mind would not it be more profitable to invest more in prevention?
